Sarah E. Turberville

Executive Director

Sarah E. Turberville is Executive Director of the International Association of Women Judges. Sarah is an expert on access to justice and fair courts in the U.S. and has worked extensively with state and federal judges to advance meaningful legal reform to protect the rights of the most vulnerable members of society. She has previously led programs on criminal justice and democratic institutions at the Project On Government Oversight, The Constitution Project, and the American Bar Association, and has also worked as a public defender, served as adjunct faculty at the University of Maryland, and as a law clerk to the defense bar before the International Criminal Tribunal for the Former Yugoslavia in The Hague. Sarah is a graduate of Tulane Law School and a member of the Maryland Bar.

Jane Charles-Voltaire, Esq (she/her)

Deputy Executive Director



Jane Charles-Voltaire, Esq. is the IAWJ Deputy Executive Director. Jane has almost 15 years of experience in international law and international program management. Before joining the IAWJ, Jane worked in Haiti for four years as local counsel for the United States Agency for International Development (USAID/Haiti). In addition, Jane has extensive on the ground experience through her work in the non-profit sector, she worked for two years with Viva Rio, an innovative Brazilian non-profit organization, implementing projects in the health, community security, education and environment sectors within Port-au-Prince. 

Jane earned her B.A. in Romance Languages and Literature from Wesleyan University and her J.D. from Temple University's Beasley School of Law.

Anne T. Goldstein

Curriculum and Program Development Director



Anne Tierney Goldstein is a Senior Advisor to the IAWJ. Over many years she has had the honor of working with IAWJ members from all over the world to develop and implement judicial training curricula involving discrimination and gender-based violence, property rights, rights within families, employment discrimination and sexual harassment, sextortion, human trafficking, and the rights of LGBTQI persons. She has taught international women’s human rights law at the graduate and undergraduate level at Georgetown.


Amie Lewis (she/her)

Senior Programs Officer



Amie Lewis is the Senior Program Officer leading the Women in Leadership in Law (WILIL) initiative at the International Association of Women Judges (IAWJ). She designs and implements programs that advance gender equality and strengthen women’s leadership in judicial systems across Africa, Latin America, and Asia, collaborating with judges’ associations and high-level stakeholders to drive institutional reforms. Amie oversees program operations, monitoring and evaluation, and co-hosts Justice Beyond the Bench, a podcast amplifying women’s voices in the judiciary. She has directed pro bono initiatives, implemented court reforms, and developed technology-driven solutions to expand access to justice and support survivors of gender-based violence. Amie previously worked as a certified paralegal in private and public firms and is a former AmeriCorps VISTA, where she focused on mediation, policy, and community engagement. She holds a B.A. in Political Science and an M.A. in Women’s Studies.

Nephtaly Pierre-Louis

Senior Communications and Membership Officer




Nephtaly Pierre-Louis serves as Senior Communications and Membership Officer at the International Association of Women Judges (IAWJ). In this role, he oversees global communications strategy, membership engagement, and outreach across 50+ national chapters. Prior to joining IAWJ as staff, he worked as Project Outreach Coordinator for the USAID-funded BEST project on human trafficking, co-implemented by the Association in Haiti. He holds a Master’s degree in International Relations from Taiwan and is fluent in Haitian Creole, French, and English. His professional experience spans international development, multilateral cooperation, and capacity-building, with a strong commitment to advancing human rights, gender justice, and youth empowerment.

Talia Soledad Quiroz Cossio (she/her)

Talia Quiroz Cossio is the Communications Officer at the International Association of Women Judges (IAWJ), where she leads the organization’s digital strategy, branding, and content creation. She manages IAWJ’s website and global social media presence, ensuring that all communications reflect the mission of advancing gender equality in the judiciary. With years of experience in social media management, data analysis, and creative storytelling, Talia develops strategies that strengthen engagement with members, partners, and global audiences. She also contributes to the Women in Leadership in Law (WILIL) Initiative, supporting communication efforts and strategic planning to amplify women judges’ voices worldwide.

She holds a Bachelor’s degree in Business with emphasis on Digital Marketing.

Laura Vorbach

Data Management/Membership Coordinator



Laura Vorbach is a MA candidate at the University of Potsdam, in Potsdam, Germany, where she is currently writing her thesis on international development agencies’ efforts to localize justice reform projects. Originally from the United States, Laura received her BA in Political Science and Criminal Justice from Rutgers University-New Brunswick in her home state of New Jersey. After graduation, she worked as a paralegal for the Manhattan District Attorney’s Office, and in 2023 worked with the U.S. State Department in the Bureau of International Organizations. Strongly interested in public international law, social justice, and human rights, Laura will be attending Boston University Law School in the fall.

Mawada Talib


WILIL Initiative Coordinator  



Mawada Talib is an undergraduate at Arizona State University studying Civics, Economic Thought and Leadership, and Criminal Justice. She combines academic insight with hands-on experience in gender-based violence prevention, legal research, and international nonprofit work. At ASU, she serves as Communications Director for the SCETAL Student Assembly and Social Media Director for the Muslim Student Association, helping lead humanitarian campaigns that raised over $15,000. She also supports survivor-centered policies through the Sexual Violence Prevention Leadership Program. Her experience includes tutoring refugee youth, assisting in university teaching, analyzing municipal court data, and mobilizing international aid. Mawada has also conducted research on the structural and legal dynamics of war crimes, examining how fear, media, and modern warfare contribute to the erosion of international humanitarian norms.
